The right english term is ribbon (or sash, i.e. large ribbon, in this case), not tape.

The subject in the portrait is Leopold, Grossherzog of Baden.
The sash in the previous picture is the Military Order of Merit of Carl Friedrich (as usual, i.e. as we already met a lot of time over the last few weeks).

Hi Alexei,
I think in the first and the second portraits the stars are the polish Order of the White Eagle, Ian Stokowski has the star of the Order of Saint Stanislas.
