Una strana spilla d'aquila "simil-americana"

Un amico ha chiesto presso altro forum cosa rappresentasse questa spilla, ma senza ricevere ancora risposta... pongo lo stesso quesito ai nostri appassionati frequentatori.

*This appears to be an older representation of the Seal of the President of the United States, or the Seal of the United States itself, and the "3 stars" are a condensed representation of the "stars" of the U.S. flag. The banner in the mouth of the eagle would have read "E Pluribus Unum", which is one of the mottos of the nation.

Any idea what period? My guess is WW1 to WW2 era

Basically it is a modification of the Great Seal and or the Seal of the P.O.T.U.S. and the 3 stars were used in commercial designs of these American emblems during and before World War II

If I may add a bit more precision. While I do maintain that the piece is an older representation of both the Great Seal and the Presidential Seal, it is more specifically and exactly the second seal of the State of Illinois, which was adopted in 1839, 20 years after Illinois joined the Union, and was used until 1868.

We can certainly identify this spilla as such the State of Illinois' second seal in its small variances from the Great Seal and the Presidential Seal, of which both are of course the major influences and almost complete foundation of the Illinois' seal, for two simple reasons:
-the eagle's wings are turned upward
-the eagle is facing to the left, (to the viewer's right)

Further, in this case, the banner would not have read "E Pluribus Unum", which would have been reserved for the Great and Presidential Seals, but rather "State Sovereignty, National Union" and the latter part of "National Union" would have been more prominent than the first words "State Sovereignty".

So now we are looking at the age of the spilla to be older than I originally expected, (unless it was made posthumously, but this I doubt). If you are interested to know more about this particular piece's provenance, just provide me any more details about where it was found, expected age, etc, and I will be glad to indulge.
